Dr. Dale Allen

Vice-President for Community Engagement at Quinsigamond Community College  

Dale Allen has served at Quinsigamond Community College as Vice President for Community Engagement since 2008. Dr. Allen oversees the QCC Foundation, resource development, alumni programs, site exploration and strategic partnerships at the College. He leads the College’s focus on strategic partnerships that enhance the mission of Quinsigamond and address higher education and workforce development needs throughout Worcester County through partnerships that maximize leveraged resources of public and private entities.

Dr. Allen facilitated the development of the Massachusetts Community Colleges Workforce Development Transformation Agenda (MCCWDTA) and serves as the Project Director. The Transformation Agenda initiative is a $20 million Department of Labor funded consortium. MCCWDTA is designed to fundamentally change the way that community colleges in Massachusetts interact with each other, the workforce development system, public agencies, leading industry groups, leaders of government and private businesses to transform the delivery of education and training programs for unemployed and underemployed individuals.

Dr. Allen is currently serving as the national community college and technical assistance lead on the $610 million private and public funded, Integrated Photonics Institute for Manufacturing Innovation (IP-IMI). Quinsigamond Community College is the national community college lead through the AIM Photonics Community College Network.

In addition, Dr. Allen has served as Special Assistant to the Massachusetts Commissioner of Higher Education on loan from QCC (2013 – June 2015). His efforts there were focused on leading the strategy and development for policy work related to workforce development and pathways at two-year and four-year institutions. While with the Department of Higher Education, Dr. Allen led the Commonwealth’s involvement with Complete College America and the Guided Pathways to Success in STEM Careers. With this national effort 8 institutions are seeking to double the STEM completion rates by implementing this best practice model.

Having worked in higher education for over 20 years, Dr. Allen specializes in advancing connections between colleges and the various communities with which they interact – schools, other colleges, non-profits, businesses, elected officials, and neighborhoods.

Dr. Allen earned his Ph.D. in Public Policy at the University of Massachusetts in Boston. He has received a Certificate of Advanced Study in Student Personnel Administration in Higher Education, Masters of Education in Athletic Administration and Bachelor of Science in Sports Biology from Springfield College.
